Paper Tigers, Paul Metsa's debut album, was released to critical acclaim in 1984. CMJ Magazine called Metsa "one of the most poetic protest singers of our time." The Twin Cities Reader named it one of the Top Ten Releases of that year. The Austin Chronicle said "American Street Poetry-sounds like something special."

It features Metsa's stunning wordplay in a variety of styles backed by a literal whose who of Minneapolis musicians (Peter Ostroushko, Willie Murphy, Eddie Berger, Cats Under the Stars, Prudence Johnson, and Tim O"Keefe among others.) It features eight of the songs on the original LP with two bonus tracks. "Slow Justice" which the Minneapolis Star Tribune called the "most powerful all-purpose protest song since "Blowin' in the Wind" and "59 Coal Mines" that the Boston Rock said "recalls Woody Guthrie and is destined to become an American Classic." Out of print for over ten years, this re-release is more timely than ever.

The Seattle Intelligencer said "although often overshadowed by Soul Asylum and the Replacements, Metsa is one of the most foremost musicians and songwriters in Minneapolis."
